Camila Villard Duran – Roberto Campos Excellence Prize
Liberalization of capital movements and the institutional challenges for Brazil joining the organisation for economic co-operation and development (OECD).
Camila Villard Duran, Associate Professor of International Law at ESSCA and member of the EU*Asia Institute, has just won the Roberto Campos Excellence Prize second place for her article co-authored with Daniel Steinberg. The article was published in 2021 in the Brazilian business magazine “Revista Tempo do Mundo”, which is published by the Finance Minister’s think tank – IPEA.
The article adopts a format of an extended policy brief. I originally designed it to guide Brazil’s accession to the OECD and the Codes of Liberalization of Capital Movements (e.g., necessary diplomatic measures and necessary legal changes in the exchange rate policies). There is a detailed analysis of the Brazilian economic bureaucracy (Ministry of Foreign Affairs and Brazilian Central Bank), exchange rate rules, and Brazil’s particular position in the hierarchy of the international monetary system.
